What we are not told is that the leader of the Tutsi invasion of Rwanda was receiving [CIA] military training in the USA, when the Tutsis unbalanced and in effect genocided Rwanda. The French Hutus (Don't Ask!) then launched their own genocide against Tutsi peasants.

The leader of the new Tutsi invasion of Burundi was a CIA-agent, thus one would suspect that the USA is de-stabilizing (by genocide), among others, these anti-Clinton-Gingrichism countries. (Lake, in turn, exalts Free-Marketism, child-slave-labor, and $.25-cents an hour for slave-adults again, - and then gets back to business.) .

USA/RWANDA-BURUNDI IMMEDIATELY INITIATE GENOCIDE OF HUTUS
What is clear is that [USA-British] Tutsi-led military-installed regimes in Rwanda and Burundi have both benefited from the growing chaos [among 1 million Hutu refugees] in the vast nation [Zaire] to their west.
The camp populations are controlled by leaders of the former Hutu government, [France, Belgium] who instigated and organized the slaughter of more than 800,000 Tutsis and moderate Hutus [post-Tutsi/USA invasion Rwanda].

The USA and the British trained the Tutsis in Uganda, whose forces invaded Rwanda, while the Tutsis were murdering Hutus in Burundi. The Hutu Government gangs, in turn, backed by France and Belgium, murdered 1 million Tutsis and Hutus. The USA-Tutsi are now returning the favor, and the victims are almost all innocent peasants. [The Tutsis are only 14% of the entire population of Rwanda/Burundi.]

Diplomatic and military analysts of the region say the current conflict has exposed a vast web of state-sponsored subversion and arms-running ....The afflicted countries run from Angola to the Red Sea, and include Zaire, the Sudan, Ethiopia, Chad, Burundi and Rwanda itself.

The great mysteries of the current IMF/Globalism-Implosion of Africa, again, are simply the USA/IMF-CIA's manufacture of Tutsi armies in Uganda, whose armies invaded Rwanda, Burundi, and Zaire, (supposed French-Belgium colonies), including the USA's arming of "Uganda, Ethiopia and Eritrea," all supposedly directed against the supposed Arab Islamic Fundamentalists (See Taliban) in the Sudan. (See the USA and Sudan, 1981-1996, and the 15-year Sudanese massacre of the blacks, Dinkas, etc., of southern Sudan.)

Up until the recent Zairian fight, European diplomats say that Angolan rebel movement [Reagan-CIA] Unita had been an important source of arms for the Rwandan Hutu militias.
Unita's business, its arms supply lines and everything else are in Zaire. [What happened to the USA, South Africa/Savimbi-Mobutu?]

Clintonism-Baker-Gingrichism (CFR) Globalism or IMF/CIA Implosion, as in Africa , has two precedents, (1) British Enclosure, 1689-1789/1832, which placed 90% of British in poverty, to say the least, for at least two centuries, and (2) Stalinization, the "Five-Year-Plan" 1930-1932, Primitive Accumulation, Overnight, that is, the grasping of Totalitarian Power by the destruction of Old Russia, overnight.
The USA Political Order, to preserve and enhance its status quo, has applied, and must apply, Stalinization/Implosion to the world, including the USA, to maintain the (now-dead) Ideology of Globalism, the World Invisible Hand. To the USA Political Order, the very existence of countries that "failed" the Ideology of the World Invisible Hand, is a threat to the status quo.
These failed countries, say Yugoslavia, Rwanda-Burundi, Peru, etc., essentially non-industrial cultures, must be continually imploded-decimated by ethnic conflicts, terror, etc., to demonstrate their innate ability to rise to the level the organizing ideology of the Political Order.
This of course applies to the USA, and it is termed "Austerity" or "Downsizing" or simply Active Euthanasia.

A Federal grand jury in Miami has indicted a Venezuelan general who led a Central Intelligence Agency counter-narcotics program that put a ton of cocaine on the streets of the United States in 1990, Government officials said today.
From 1987 to 1991...the unit [CIA-Venezuelan Military] handled shipments totaling 22 tons of cocaine being shipped through Venezuela.
Since its inception in 1947, the CIA has been accused of forming alliances of convenience with drug traffickers around the world in the name of anti-Communism.

The politicians and the local, state and federal "castes" have now achieved virtual autonomy, so that while Uni-Partisanship (As absurd as Bi-[X & Y]-Partisan Control) rules, each autonomous caste and corporate cartel, the political units/corruption everywhere, the welfare-corporations, the 53 secret federal police agencies, and the urban police, for example, are "out of control," and in effect organizing opposition, as in the case of the politically dispersed black community. (See Million-Man-March, Texaco, Urban Police, CIA-Watts, etc.)
The military "sex scandal" is the most obvious example of autonomy/ universal-criminality, not to mention the "Gulf War Syndrome." but especially the CIA's $2500 a kilo deliveries of crack cocaine to the USA, the LAPD, etc., for the infinite possibilities of autonomy/chaos in the Castle-State.
